Access to the Dragos Platform
See what is on your network and how to address vulnerabilities and threats.
Free OT cybersecurity for under-resourced U.S. and Canadian water, electric, and natural gas utilities. Launched by Accenture, Dragos, and the SANS Institute, the Community Cyber Resilience Foundation delivers the software, hardware, deployment, and training that small utilities need to defend the systems communities depend on — at no cost.
Our mission
Attacks on operational technology are rising, with a recent wave targeting more than 100 U.S. water systems across over a dozen states. The utilities in the line of fire are often small — tens of thousands of them run on limited budgets, short staff, and aging equipment, leaving the pumps, valves, substations, and distribution networks that communities depend on exposed. The Community Cyber Resilience Foundation exists to close that gap: to put OT security in the hands of the utilities that keep water, power, and heat flowing, before a breach becomes a public-safety event.
The program
In its first phase, the foundation provides cybersecurity software, hardware, deployment services, and training at no cost to up to 500 under-resourced utilities. It builds on the Dragos Community Defense Program, which already gives more than 100 utilities free access to the Dragos Platform.

Expert configuration, integration, and ongoing support, so the Platform is set up correctly and keeps protecting your environment.
OnDemand training from cybersecurity foundations through ICS/OT, with a GIAC certification. The best technology only protects a utility if its people can use it.
Funding for the equipment to run the Platform for utilities that need it.
Plug into Neighborhood Keeper. Anonymized insights are shared across the community, so a threat seen at one utility can surface at others before it strikes. Plus access to Dragos OT-CERT and a network of utilities sharing operational experience.
How it works
Tell us about your utility and where to reach you. One neutral front door.
We confirm eligibility and bring qualifying utilities into the program built on the Dragos Community Defense Program.
Dragos provides the Platform, Accenture deploys it, and SANS trains your team. The foundation funds the hardware to run it.
Enrollment opens soon. Join the list and we will tell you when it does.
From a member
The City and Borough of Juneau, Alaska keeps water and wastewater running for a capital city, a major military presence, and 1.7 million cruise passengers a year — with a team of three. They joined the original Dragos Community Defense Program. Here is what changed.
a game-changer for our day-to-day operations
After deploying the Dragos Platform, uptime on critical systems rose from about 85% to roughly 99.99%, and a team of three gained a real map of some 50 remote nodes they had never fully seen.
Get involved
Whether you operate a qualifying utility, contribute OT expertise, or can help fund the mission, you can strengthen the collective defense of essential community services.
Qualifying electric, water, and natural gas utilities receive monitoring software and the hardware it runs on, installed and configured for them, plus guides, training, exercises, and expert help. All of it free, and none of it a trial.
Support working groups, research, education, mentorship, or incident readiness initiatives.
Partner with us to expand access, accelerate programs, and reach underserved organizations.
You do not need to work in cybersecurity to help. Ask your utility whether it knows about free OT security support, and point it here. Local voices reach small utilities faster than we can.
